 I'm not sure if there's already a specific ticket on this or it
 duplicates with #1915, but I'm opening this ticket in the context of
 shmem datasrc work.

 We need to enhance Python CC interface (we'll only need to use Python
 for shmem, assuming memmgr will be written in Python) so that:
 - an application module can send/receive "list (subscriber) sessions"
   (see doc/design/ipc-high.txt of trac2738 for terminology).
 - an application can send a message to a specific session ID (aka
   lname), not to a specific group.
