 There is no purpose for `memmgr` on platforms where shared memory support
 is unavailable. In these cases we decided that the rest of the codebase
 should work properly without a running `memmgr` component.

 On these platforms, as `memmgr` cannot be run (or tested) anyway, we
 should not make or install it on such platforms. This probably also
 includes the `isc.memmgr` module. Please check.

 Marking it as a defect, as it's possible that a broken `memmgr` will cause
 build or check failures on such platforms when further shared memory
 tickets are implemented.
