 For a user to build code to use the hooks system, they need to be able to
 include BIND 10 header files that define data structures being used.  Some
 header files are already included in the installed version BIND 10; this
 change extends the number.

 As hooks are currently only included in the DHCP code, the header files
 that will be copied as part of this ticket are: hooks, dhcp, log, util,
 exceptions
