 I tried these tests on my environment by checking out trac2690, but such
 failure didn't happen.

 I remember that the maximum count of `xfrrej` is very sensitive to the
 environmental condition. I tuned it to 3 along with the buildbot. However
 by adding changes from #2690, the maximum counts might get much increased.
 We might need to reconsider it.
