Comment:

 Ready for review.

 To test, build BIND 10 (using --prefix to select a suitable installation
 directory and issue the command "make install".  The .h files should
 appear in the installation directory.

 The makefiles have been modified to copy over the "message" binary to BIND
 10's "bin" directory.  This is used to compile message files, and is made
 available should hooks authors wish to log messages through the BIND 10
 logging mechanism.
