 This ticket is for adding simple lettuce test for starting and stopping
 and basic configuring of b10-dhcp4.

 I understand that there are already lettuce tests for kea
 http://bind10.isc.org/wiki/DhcpTesting  but these are not part of the
 existing source tree. I needed something to verify b10-dhcp4 still
 somewhat worked after various changes. I also saw #1642 but I am unclear
 what has been done there.
