 See trac2367 branch.

 This adds some configure switches for selecting specific components and
 feature sets of components to configure, build, and install.

 TODO: need to document this

 TODO: skip outside dependencies checking as appropriate. (Maybe none
 currently, as botan is used via tsig via dhcp-ddns. And the sqlite3 check
 doesn't fail build if doing dhcp only.)
