 Once #3203 is implement, the packets will be segregated to classes. This
 ticket is about using that class information when choosing subnets.

 One specific use case is to allow cable modems (docsis class) and eRouters
 to be in separate subnets.

 Note: There is a follow up ticket to extract cable/docsis specific
 operation to external hook library.
