 This ticket covers work to
 a) Set up and measure the performance of the '''DHCPv6''' server
 b) Do some profiling to identify any obvious bottlenecks.
 As such, it is a bit of an ill-defined task. However, the aim is to have:
 A number indicating maximum leases per second in various configurations.
 A description of the methodology so that the measurements can be repeated
 in the future.
