Comment:

 Currently appendRequestedOptions() will not assign anything if subnet
 selection fails. It should try to append globally defined options in such
 case. Although rare, there are still valid deployments where this could be
 the case, e.g. when someone uses server to do stateless option assignment,
 just DNS servers for example.

 The same comment applies to DHCPv4.
