 The proposed change would also allow to reference the TSIG keys in the
 configuration by name, instead of an numeric index. That has a huge
 usability benefit, as it is hard to remember for an operator that the TSIG
 key for "example.com" is index "2344", but it is simple to reference by
 the name of the key. Humans are good with names, but not good remembering
 numbers.
