 While I admit it's desirable, it's fundamentally difficult because zone
 loading task is
 asynchronous.  besides, if the zone contains millions of records and
 loading takes
 minutes, we probably don't like bindctl to hang.  also note that BIND 9's
 rndc doesn't
 report this level of error either.
