 I suspect it was an operation error that this ticket was in this
 sprint.  support for RRSIG is now incorporated in #2521, and
 this ticket isn't listed in the meta #2368 ticket.

 I'm going to replace this with #2389, which has the same estimation
 point as this one, and will close this ticket.
