 Need to have a unit tests written for Ticket #2697
 (http://bind10.isc.org/ticket/2697).

 This ticket started as a simple task of writing one unit-test, but it
 quickly grew into non-trivial update of many parts of the code.

 Currently the code properly handles missing client-ids (which are
 optional, so it is a valid case), too short client-ids or DUIDs and not
 having client-id in various procedures.

 Please review.
