Comment:

 Allocation engine for DHCPv4 has been implemented. As this was implemented
 during time where most of the team was on vacation and there was noone to
 review it, I decide to implement everything in one ticket. It will be more
 difficult to review, but it will save us from additional hassles of
 merging 4 tickets, each depending on previous one.

 The code on branch trac2320 covers also #2321 (renewal), #2322 (release)
 and #2323 (reuse of expired leases).
