 This ticket covers work to

 a) Set up and measure the performance of the DHCP server
 b) Do some profiling to identify any obvious bottlenecks.

 As such, it is a bit of an ill-defined task.  However, the aim is to have:

 i. A number indicating maximum leases per second in various
 configurations.
 ii. A description of the methodology so that the measurements can be
 repeated in the future.
