 Okay, so the scope of this ticket from a coding point of view is:

 1. Change the cc library so that it doesn't double-throw. That should
 allow applications to catch the exception.

 2. Revise stats if necessary (it could make the shutdown prettier, and
 save state if necessary).

 There's still the issue of what caused the memory to grow, but we can
 perhaps treat that as a separate ticket.
