 I think the last half of the description is simply wrong (or perhaps
 wishful thinking).

 From the looks of it in the code, this is simply a log message that a
 NOTIFY was received for a zone that the system has no knowledge of; there
 is no earlier check, at least in zonemgr itself.

 Operationally this is certainly an error, why would you get NOTIFIES for
 zones you don't know about?

 Should those not be logged? Or should it be warning, info?
