New description:

 The !QueueMgr is responsible for managing a queue of received
 !NameChangeRequests that are waiting to be processed.  It will need to
 receive !NameChangeRequests as a !NameChangeListener and queue them as
 well as provide services to de-queue them.
 It should provide a means both peek at and de-queue entries as there are
 scenarios in which requests will get passed over.

 This ticket corresponds to Task 5.1 in the D2 Development plan.
