Comment:

 The initial implementation of !NameChangeRequest is complete with git
 commit  #b4b1eca7131cedca72a8973718881c1f18d2010f.
 The class defines the values required to make a request and services to
 render the class to and from wire in a given format.  Currently, the only
 format supported is JSON.

 The following new files were added:
     src/bin/d2/ncr_msg.h
     src/bin/d2/ncr_msg.cc
     src/bin/d2/tests/ncr_unittests.cc

 The following class diagram shows the new class(es):
