Comment (by vorner):

 Considering we will have three modules to handle new data on a given zone:
  * Auth (possibly load the data)
  * MemMgr (possibly load data)
  * XfrOut (send notify)

 Also, other, 3rd party modules may want to handle new data of zone.

 I think it would be a good time to switch from sending explicit commands
 to hardcoded list of modules to a notification.
