 The fist observation ‒ the bindctl system test is already covered by
 lettuce tests. It does these:
  * Tries to stop and start components ‒ done in the bindctl feature.
  * Tries to run multiple instances of auth ‒ done in multi_instance
 feature.
  * Checks statistics counters are incremented ‒ in queries feature.

 So, I propose to drop this one without replacement. Going to check the
 next system test.
