 On the debian 6.0 builder we have a package:

 liblog4cplus-1.0-4                   1.0.4-1
 (installed to /usr/lib)

 On the wheezy/sid system (but not updated recently): it has 1.0.4 built
 from source and installed to /use/local/lib
