 also kea6 sends back reply in receipt of:
 rebind
 decline
 info_request

 as I see in:
 bind10/src/bin/dhcp6/dhcp6_srv.cc
 in all this cases there is "/// @todo: Implement this"

 so maybe kea instead sending invalid messages shouldn't send nothing at
 all?
