 This effort has been completed under trac2355, which created new template
 class lib/dhcpsrv/ValueStore<>, a type-based class template providing data
 storage.  This class is used by another new class template,
 lib/dhcpsrv/ValueParser<> which implements a type-based configuration
 parser for simple data types.
