 After each reconfiguration that changes subnets, the subnet_id is
 increased. So even if there's just one subnet, it may reach very high
 subnet_id values. Also, existing leases are kept in the database, so the
 keep the old subnet_id.

 There's a fix for that checked into pd-ietf-demo2 branch on Nov. 7.
