 This is not necessarily a bug. This is something to investigate and see if
 it works or not.

 Configure a subnet that is not local (i.e. none of the addresses assigned
 to any interface belongs to the subnet). Check that the interface field is
 not specified. Now send a DISCOVER from local network. The server should
 decide that there is not suitable subnet and do not respond.

 Adding this as a task. If this does not work, please promote to defect.
