New description:

 I'm getting this error:
 Error: failed to open sockets after server reconfiguration: Failed to bind
 socket 8 to fe80::a00:27ff:fe11:c767/port=547

 Unfortunately I can't find any pattern, it seems to occur randomly in
 process of starting/stopping/configuration Kea. I get it 2-5 times in 300
 test set (at least one start, configuration and stop process in one test)
 that makes 2-5 errors in 900 commits in bindctl.

 I found that on branch related to ticked #3074.
