 docsis3_option_defs.h have only a small subset of DOCSIS3.0 options
 defined. We need the whole set.

 There are also many missing unit-tests. Several ideas are marked with
 @todo in src/bin/dhcp4/tests/{config_parser,dhcp4_srv}_unittest.cc.

 Finally, vendor option unit-tests for v4 and v6 should be moved to a
 separate file.
