 Stephen's thinking on a possible solution:

 "[07:36:05] <stephen at jabber.isc.org> I think a solution would be to add a
 switch to the message compiler to be used for hook libraries that causes
 the MessageInitializer instantiation to be omitted from the .cc file.
 Then add a recommendation to instantiate the message initializer in the
 library's load() function."
