Comment:
The code now allows to create definitions for standard options for which
Kea doesn't provide a definition. Also added a paragraph to bind10-guide
with the note that it is not allowed to create custom definitions for
standard options, except for those for which we haven't implemented
support yet.
Apart from adding a unit test that checks the new rules for creating
definitions for std options, I also performed some manual tests to check
that I can create a definition for selected std options using bindctl, and
it seemed to work.
