#3352: If client requests delegation, (S=0,N=0), Kea should set NCR to do only
reverse updates

 If a DHCP request arrives with Client FQDN S=0/N=0, this means the client
 will do the forward DNS updates and the server should do the reverse
 updates.

 If "override-client-updates" is false, then Kea should set the forward
 change flag to false and the reverse flag to true.

 If it is true, then Ken should set both flags to true.

 The current behavior is to do no updates when the flag is flase, or do
 both when the flag is true.
