 I wonder if this work can be done in two stages:
 - First stage for the upcoming release: add configuration mechanism which
 allows to specify the subnet id manually but reject automatic generation
 (or allow the value of 0 and rely on the current static subnet id
 incrementation)
 - Second stage, after a release, add some more sophisticated auto-
 generation of subnet id based on some criteria when modified subnet should
 preserve its id.

 This would mean that we should have two tickets for this.
