 Under trac3033, support for parsing configuration parameters for DHCP-DDNS
 was added to b10-dhcp4.   This ticket should replace use of hard-coded
 values currently in place with those supplied by the new configuration
 parameters.   This does not include those values directly associated with
 DHCP_DDNS server connectivity, that will be addressed during integration
 of NameChange IPC into b10-dhcp4.
