Comment:

 Moving to DHCP-Kea1.0-alpha as agreed on Kea status meeting (2014-01-08)

 The conclusion of the discussion was to do a minimal work here (probably
 limit to the first stage proposed by Marcin). In any case, supporting all
 corner cases of reconfiguration is a huge task. We don't have to tackle it
 all at once.
