 See #688. `hasRecordInAuthoritySection()` or its caller has to be fixed,
 or this function has to be removed and replaced with
 `Message::hasRRset()`.

 This is very low priority and we may not even fix it as it is a part of
 the experimental resolver that is now obsolete.
