 Make various SSHFP updates in `libdns++`:

 ** Don't passthrough `BadValue` exceptions in decoding hex from SSHFP
 ** Add a getter for the fingerprint and also fix the `SSHFPImpl`
 constructor to use a const arg
 ** Update `Rdata_SSHFP_Test.toWire` test to use `sizeof` for length
 ** Remove try/catch in string constructor for `BadValue` exception
 ** Update API doc comments of SSHFP constructors

 Adjust tests accordingly.
