 This is an offshoot from #2381. `masterLoad` now uses the `MasterLoader`
 class.

 The following testcases have been disabled as they fail because the test
 data has trailing comments and (eventually) uses the string DNSKEY RDATA
 constructor which doesn't support comments:

 These tests should be fixed and re-enabled.
