 D2UpdateMgr::pickJob currently skips over requests for whose DHCID a
 transaction is already in progress.  It should also check the
 request IP address.  If Kea sends a CHG_REMOVE followed by a CHG_ADD for
 the same IP address but for different FQDNS, they might be worked worked
 concurrently.  This can happen if a client changes host names.
