 The primary issue is that the configuration libraries do not do deep
 merges or accumulate changes for map-items UNLESS they are contained in
 either a list_item or a named_set.

 In order to work around this the dhcp-ddns portion of b10-dhcp4 and
 b10-dhcp6 configuration needs to be wrapped in a list.

 This is intended to be an interrim solution.
