Assuming you're willing to trigger the notify by hand (maybe as part
of script or something), I think it's worth adding.  In general, I
personally believe that anything that can help early adopters should
be considered at a higher priority, and I believe the project members
generally share this view.

Jeremy found an existing ticket for manually triggering notifies
(http://bind10.isc.org/ticket/1321).  I'll propose the ticket for a
work item of the next sprint.
