Please provide the few relevant lines from your config.log file. It 
probably tried to do a test compile linking with what the botan-config 
wrongly provided. We have seen multiple problems like this before. Let 
us know and we can provide a solution (probably need to work with 
upstream and packagers to fix their installation of botan).
