It is loaded immediately. The b10-loadzone utility is for putting stuff into the
sqlite3 database only.

Yes, you're correct :-(. We want to fix it soon (by making sure in-memory can
load and reload on update from sqlite3 or whatever database there'll be in
future, so the xfrin/out can work with permanent storage).

The resolver doesn't use either. We need different functionality from the cache,
so it's a separate data structure, which can't be replaced (at least not now).
The data structure is completely in memory. But we'd like to implement storing
it to disk on shutdown and loading whatever is still up to date on startup.
However, that is kind of dream for further future now.
