Xfrout notify question

I ran b10-loadzone for my reverse zone 128/26.156.203.74.in-addr.arpa with an updated serial number, and then in bindctl, I executed "Xfrout notify 128/26.156.203.74.in-addr.arpa.". This appeared to execute normally without generating an error message. The related Xfrout configuration is as follows:
Xfrout/zone_config[2]/origin "128/26.156.203.74.in-addr.arpa" string
Xfrout/zone_config[2]/class "IN" string (default)
Xfrout/zone_config[2]/transfer_acl[0] {"action": "ACCEPT", "from": "2001:4870:20ca:158:a88b:cd07:aac6:fa0e", "key": "ns0-ns0s"} any
My question is: who is being notified? Is it, for example, the servers listed in the NS records in the zone data. Anyway this isn't working for me. The server ns0 is a stealth master, which is using ns0s, a bind 9.9.1 server, for DNSSEC inline signing. The servers ns1 and ns2, which are the public servers listed in the zone's NS records, are slaves of ns0s. FYI, this issue was last addressed in ticket http://bind10.isc.org/ticket/1321 by jelte.
