Xfrout Notify Revisited

I'd like to ask the developer group for an update on an issue that I raised about a year ago. I'm hoping you will implement the equivalent of BIND 9's "notify yes|no|explicit;" and "also-notify { ... };". Last year your response (see https://lists.isc.org/pipermail/bind10-users/2012-May/000350.html) was that zone management procedures in BIND 10 in general needed extensive work. You opened at ticket http://bind10.isc.org/ticket/1992, and as a workaround, you also created a command in bindctl to manually send notifies to the secondaries listed in the zone's NS records (Xfrout notify <zone>).
On testing today with the latest BIND 10 from Git, I believe the situation is about the same as it was last May, except that based on some packet tracing, it appears that "Xfrout notify <zone>" isn't working at this point. Thus I'd like to ask if this is an area that you contemplate addressing in the coming months?
By the way is there current documentation of the BIND 10 development roadmap? The latest on the Wiki is Year3Goals and Year3Plan, and there are no conference call notes since December of last year.
