b10-cfgmgr requires 'isc.dns' and 'isc.datasrc' modules

In my faint memory, it was kind of a plugin. The .py file describing the module
is installed into a special directory and cfgmgr loads all of them on startup. I
think you can move that one to dns package.
But it is some time since I saw the code, so I may be completely wrong.
