Announcing ISC DHCP 3.0rc9

This will probably be the last release candidate - I know of no
outstanding bugs that can be reproduced. If you are running anything
prior to rc8pl2, I would recommend upgrading, because many bugs have
been fixed in the recent release candidates, and many memory leaks
removed.
I have several outstanding patches to the ISC DHCP distribution.
These will not be included in 3.0 - if I continue to add features,
even minor ones, the release will never happen. So 3.0rc9 reflects
exactly what I think 3.0 will be. If there is something broken about
it, and you are aware of it, *please* let me know ASAP.
I'd like to thank everybody for their patience during this
unbelievably long release process, particularly those who have bravely
tested the software after major changes. It is because of you that
this software exists.

Changes since 3.0 Release Candidate 8 Patchlevel 2
- Fix a bug that prevented update-static-leases from working.
- Document failover-state OMAPI object.
- Fix a compilation error on SunOS 4.
