Announcing ISC DHCP 3.0rc10

This release candidate fixes the problem Stephen Premeau reported with
dynamic BOOTP clients getting a different address each time they send
a BOOTREQUEST.   That's the only change.   Once again, if you know of
any outstanding problems that have to be fixed prior to 3.0's release,
please let me know ASAP.
