Announcing the release of ISC DHCP 3.0

We haven't had any non-failover-related problems with DHCP 3.0rc12 in
quite a while, so I'm cutting the 3.0 release.   DHCP 3.0 has been
very stable, with the exception of failover support, for several
months now, and I don't want to hold it up any longer.

Those people who are still experiencing problems with failover should
not panic - I'm still working on those problems.   I just don't want
to hold the other people who are using ISC DHCP up any longer.

The distribution is available in the usual place:

		Changes since 3.0 Release Candidate 12

- Fix a memory leak in the expression evaluation code.

- Fix an obscure core dump.

- Print a couple of new warnings when parsing the configuration file
  when crucial information is left out.

- Log "no free leases" as an error.

- Documentation updates.
