Adding some OMAPI "signal" handling to the server

Hi Ted.

I am interested in adding some signal/message processing to dhcpd. 
Initially I would like to have an OMAPI "command" to force a leases file
rewrite as sort of a method to see the server's idea of what the lease
pool looks like.  I am not sure where to start looking though.  Where
would I look to find the message processing decision making code?  Like
where the code branches off to process various different OMAPI messages?
